CAN A SKATER WHO WITHDRAWS IN THE FREESKATE STILL QUALIFY FOR COMPETITION?

Ok. I was watching Skate America 2017,and in the kind of situation there was with Ashley Wagner...can a skater still qualify for the next competition,and does the benefit go to the Skater?

It depends on what competition the skater withdrew from.

If it was a necessary competition for qualifying for the next level, then no, if they don't finish they don't qualify.

The Grand Prix events are qualifiers for the Grand Prix Final. If you don't finish your Grand Prix events, you won't qualify for the final.

If a skater needed to qualify for Nationals by competing at Sectionals, then if they withdrew from Sectionals they would not qualify to move on to Nationals.

Sometimes skaters withdraw from their Nationals and still get sent to Worlds or Olympics. That's because Nationals aren't official qualifiers for those events. They're just important events that federations use to choose their teams. Many federations take other considerations into account along with their nationals results.

For Wagner withdrawing from Skate America means she didn't get Grand Prix points for Skate America, and her points from Skate Canada weren't enough for her to qualify for the Grand Prix Final, so she won't be there. The benefit of the doubt does not go to the skater in this case.

Each country has its own rules for how to be selected for the Olympics and European, Four Continents, and World Championships teams. If a skater has to withdraw from a selection competition, that country's rules say whether they can give that skater the benefit of the doubt.

What about if they withdraw the competition prior to the Olympics? BTW. were would the exception be? As if something in Wagner's case, catches the Skater off-guard,it is curtainly NOT the Skaters fault?

If Ashley withdrew from US Nationals, it would be up to USFS to decide if they would select her for the Olympics. If she was injured they might require her to pass a fitness test.

FSWer: When Nancy Kerrigan was attacked in 1994 during Nationals, she was injured and couldn't skate the short or long program, so she withdrew. But because she was the top US lady skater at the time, she was named to the Olympic team on the condition that she demonstrate she was fit to skate. That meant that USFS officials came and watched her skate at practice and gave her the OK to compete in the Olympics. Michelle Kwan was injured in 2006 and also has to demonstrate that she was fit to compete in the Olympics. She did, but she reinjured herself at the first practice in Italy and had to withdraw from the Olympics. Emily Hughes was prepared and got sent in Michelle's place.

Kovtun will participate the Russian nationals despite withdrowing. IIRC, skaters who participate the GP events make it to the Nationals automatically.

It depends on the federation. In the us, skaters can get a byes from regionals if the grand prix conflicts with it, and if the skater is lucky enough to get another grand prix that conflicts with sectionals, they will advance to nationals. Usally the world team members get byes (this year its the the top 5 from last year's nationals that have the automatic byes to go straight to nationals.
If a skater has to withdraw from nationals due to injury or illness, the federation will look at "body of work". Wagner would probably get to go to olympics or worlds if she had to withdraw. A skater that is struggling like Edmunds (despite being an olympian) probably wouldn't get too. If they think the skater is too injured and won't be ready in time. they might deny the skater the worlds (Bobek in 96 withdrew from nationals after short, couldn't complete long, injury was not going to heal in time).
