Encapsulated nuclear waste materials that were dumped by Russia are present at two deepwater seafloor locations in the offshore north-west Pacific Ocean, south-east of the Kamchatka Peninsula. This was the area in the news recently, due to yesterday's high magnitude earthquake that caused Pacific tsunami waves, and the subsequent stratovolcano eruption on land.
Thanks to page follower Mark D.Morehead, who wrote us to let us know this! In 1997, he led a team that authored a scientific paper assessing potential pathways by which those nuclear wastes might, if released from their containers, disperse away from the dumpsites and through the surrounding ocean.
They reviewed large-scale ocean circulation theory and of field and model results, and suggested that mean abyssal currents are moving north-eastward to eastward from the dumpsite locations and would advect leaking materials toward the north-eastern Pacific. Results of advective and diffusive horizontal plume transport models are consistent with this sense of flow. Trajectory speeds are, however, subject to considerable uncertainty. The results conveyed in their research paper suggest that as little as 5 years or as long as 100 years might be required for material to be transported from the dump sites to the north-east Pacific. Dilution by 4 or 5 orders of magnitude eas what they predicted during this transit. Vertical mixing or upwelling would be necessary in order to transport contaminants upward from north-east Pacific abyssal waters to the near-surface layers before they can potentially impact productive coastal regions, such as those off Alaska. Information concerning such upwelling mechanisms was inadequate for estimation of rates or to identify geographical areas that might be at risk." -- Content from the paper abstract; see below for the citation!

Well, we had some damage here in the harbor - one of the docks will cost an estimated $100,000 to repair. This particular dock was designed and built after the last tsunami to protect the harbor and it did its job, but sacrificed itself in the process. 
Unfortunately, the harbor is pretty broke due to some incredibly bad business decisions in the past and I'm not sure where they are going to get the $100,000 from. They are so broke they canceled some of their insurance policy provisions - bet they are sorry now.

The damage to our harbor has now increased to be about one million dollars after further assessment. FEMA won't pay for it due to damage being so localized so the harbor will ask the state to help, as the city did when part of a major road fell into the ocean.

Well, Winfrey may not own the road, but one would have to read the verbiage of the easement in the title report to determine exactly what she was able to do ON the road. The language used here which I've bolded is vague and does not state what sort of "improvements" she can make on the road - such as adding a locked gate to the entrance points from the highway or public roads.Those reports turned out to be false.

Oprah Winfrey's representative and the president of Haleakala Ranch confirmed that a private road on Maui is owned by the ranch and not Winfrey.
There are photos readily accessible online which show the GATES to the road as closed, along with police present to control the situation. The owners of the road, in granting Winfrey the easement, may not have had the ability or the means to instruct anyone to unlock those gates & allow evacuation traffic on through.
Believe what you want regarding this situation but given Winfrey's already poor reputation as a landowner on Maui because of her paltry assistance to the locals after the Lahaina wildfires a couple years ago, among other things, I choose to believe that the initial reports are accurate and the mainstream media denials are nothing more than spin by Winfrey's PR team.

I'm sorry but the idea that Winfrey could control who uses the road because she had an easement doesn't hold water. The road wasn't given to her. The road still belongs to the owners. Not to mention, there is nothing in that article to even suggest that Winfrey put up the gate. You are reaching.
Also, the police could have opened the gate if they wanted to. They have that power. Why didn't they?
