If they wanted to guarantee that Emily got the minimums, perhaps she should have been sent to Bavarian Open instead of 4 Continents.
That said, Bavarian Open would not have been preparation for the pressure of a Senior Worlds, as 4 Continents may well have been.

I just checked her ISU bio and both former coaches of hers were mentioned in the articles in the first post , and already linked to sexual assault accusations by other skaters.
She did withdraw from 3 summer/fall competitions in 2019.20 ( Minto, NY Summer and Autumn Classic) before doing Finlandia, Skate Canada and Canadians.
She went into Skate Canada and Finlandia with very little training. I believe she was not cleared from concussion protocol until mid September...
The National Team was top 5 at one point, but that has been modified by this doc that was in effect for 19.20 season.
It is now top 3 plus GP assigned entries, plus the ability to add new couplings
