All skaters at ISU Championship level (and probably JGP and Challenger level, but I can't recall exactly) submit a health form. That is where they list any TEUs (Therapuetic Exemptions) for conditions like asthma. If a skater has diabetes or a heart problem, or whatever it is Meldonium is...

The ISU has an anti doping policy that is in line with WADA. That requires every federation to have similar. The information is equally available to all athletes. The burden is on the athlete to comply.
