Canada only qualified to Pairs teams or just chose to send two teams?
Further to @victorskid 's reply, I believe any Four Continents country is allowed to enter up to 3 skaters/teams in all 4 disciplines, provided they meet the minimum technical scores set for Four Continents and European Championships, at least for now. European Championships countries do have to earn multiple skater/team entries, the same way all countries earn entries for the World Championships at the previous year's Worlds. It's a reality of how many fewer high-level competitive skaters there are in the majority of the Four Continents countries and how expensive it can be to send skaters so far away to compete. Not nearly such an issue in Europe.

That has always been the practice and I don't see it changing any time soon. You'd wipe out a large part of the fields in singles if they were to cap entries.

 Well actually they did wipe out a large part of the singles field when then instituted the minimum scores years ago, so entries have already been drastically capped. I can recall before that when the Women's field, (still called Ladies back then), was unmanage-ably large. Now it's so small that this year every Women's entry is guaranteed to qualify for the free skate with 2 slots to spare. (The Men will only need to cut 2 entries, while both Pairs and Ice Dance are shy 5 more entries each for a full field in the Free programs.)
