To add to what @mella said, as I understand it this was a public service partly to thank Philip for his service to the nation. So the Queen was there not only as the widow but also as the symbolic representative of the people. IMO that made it even more inappropriate to choose Andrew as her escort.
I read one story which suggested that the seating of the Royals was in order of precedence, but which also placed most of them on one side of the Queen, so that the TV cameras could shoot them without showing Andrew seated on her other side.
