I don’t see an issue with Susan Lynch being Controller for both. She’s very well respected and pair is such a small event here, it’s not like sitting through 52 junior women somewhere.

I’m not sure on the rules aspect with Prins though.

My guess is they may be down a few people due to *********. I know at least one coach is in isolation after testing positive on arrival. It’s conceivable that there may be judges or technical panellists in the same situation.

Yes, I guess it is down to a mix of positive tests and people not wanting to travel.

Today neither Pair and Ice Dance had a full 9 judges panel. At 4CC, alternate judges are not on site. So they had eventually replaced Feds who announced earlier they would have not filled their judges places (for ex. China) but they can't do anything for those missing at last minute (positive tests).
Moreover, as alternates here are Euro countries, there is somehow even less incentive for them to step in.

Canadians was last minute bringing in officials last minute to fill. Easier to do at a Nationals especially one on the border of Ontario and Quebec
