I don’t really expect the people they choose to come from the bottom of the selection calculation, so I doubt they’d expand it. Unless someone they wanted to consider would be left out of the pool without it. ;)

When it comes to the top 5 in the selection table, do we know if it's the top 5 eligible or the top 5 overall? For example, if the top 5 included a skater without citizenship or a skater without minimums, do we know if the 6th rank skater would be included?

I’m pretty sure that rule applies to the competitive programs they performed in that competition, not theoretical future competitive programs they might someday skate.

Well, it hasn’t sailed in the sense that the US didn’t skip the qualifier or get disqualified or something. But 3 countries would have to return spots and no one has reason to believe that is happening.
