Yes, I remember Kavaguti medaling at junior worlds with Markuntsov representing Japan back in 2001 before her name was russified. Even then she was with Moskvina, though mostly in Hackensack, NJ. And Takahashi & Tran, though again it was only the woman who was Japanese.

I am always astonished there are excellent pairs and not dance. They really need more dance coaches who can do what you are suggesting. Japan is a tough sell though for relocating because you basically can't stay lifelong.
