No, probably not, though it's impossible to know what your rink is doing as a skating clinic, as it could be anything.
Learn to skate is a series of focused skating lessons that follow a set curriculum taking skaters through basic skills and beginning freestyle. These classes are typically half an hour once a week.

A skating clinic is a short term lesson format, maybe just one day, a weekend or one week. It is usually longer than a typicla lesson, 3-8 hours (or more), instead of just half an hour. It might focus on one skill (like learn your axel), may feature a specific coach ("learn from Brian Orser") or could be just an intensive event (8 hours a day for 3 days, work on jumps, spins, moves, off ice training, get nutrition classless, etc).

Skaters usually do learn to skate at their nearby rink, typically it is only for relative beginners. For a skating clinic you might travel to take the classes and even elite skaters may attend special clinics.
