Didn’t this change to Orleans, France (no longer in Beijing)?
No. Originally the 2023 GPF/JGPF was assigned to Orleans, but the FFSG backed out last winter and Beijing won the bid to host. Last week, the ISU Council awarded the 2024 GPF/JGPF to Orleans - we'll see if they actually make it to the finish line, lol.

Oh, ok - thanks. It was a little confusing…Orleans - Beijing - Orleans (Orleans renamed last week but a different year).

I've been waiting for the JGP Announcement for Bangkok to be published - thanks, @Stephanie!

https://isu.org/docman-documents-li...figure-skating-bangkok-2023-announcement/file

ETA link to the ISU's JGP Bangkok event page: https://www.isu.org/figure-skating/...grand-prix-of-figure-skating?templateParam=11
""The Entries by names must be made via the ISU Online Registration System (ORS) ... not later than Friday, July 21, 2023 – 20:00 (local time Bangkok)."

Based on the announcement it looks like the US has picked up an extra men's spot at JGP Bangkok (the first event). On the initial JGP announcement the US was only allotted one spot in each event. Switzerland had 2 spots here (and at each event) but aren't sending anyone, so this is likely where it came from.

For contenders for JGP assignments (singles), U.S. Junior Team Cup starts July 5 [in Milwaukee].
ETA that Skate Canada's NextGen Team Camp and Competition Simulation will be held July 22-24, 2023 in Ottawa, ON.

Comparing the general announcement to the actual entries for this 1st JGP...

Men - Canada & the US both picked up an extra spot. Switzerland and Italy were guaranteed 2 entries, however Switzerland is sending no men and Italy is only sending 1. Korea would have been next in line for a 2nd entry to replace the 2nd Swiss entry, but they also chose to only send 1 man. And, of course, Japan is sending 2.

Women - no one picked up any additional entries - Japan, Korea & China each intend to send 2 Women.

Dance - the US picked up a 2nd entry, as Korea opted to only use 1 of their guaranteed 2 spots. Great Britain is ahead of the US in priority for additional spots but is sticking with just 1 entry. And, of course, Canada and Czechia plan on using both of their entries.

GBR only has two confirmed junior dance teams and while I'm pretty certain there's a third, I'm taking the fact that BIS hasn't returned the spot at the least travel-friendly event as a positive sign that there's a fourth team out there.

The announcement for JGP #2 - Linz, Austria is up -

Looks like the USA and France both picked up a 2nd spot in Ice Dance.

Italy, Japan and Switzerland will be using 2 spots in Men; China, Japan and Korea will be using 2 spots in Women; while both Czechia and Korea gave up their 2nd spot and Great Britain passed on a 2nd spot in Ice Dance.

Another ice dance pick up for both USA and France! Canada picked up a 2nd spot in Men.

Japan & Switzerland are using 2 spots in Men while Italy gave up their 2nd spot; China, Japan & Korea are using their 2 spots in Women; Canada & Czechia kept their 2nd spots in Ice Dance while Korea gave up theirs and Great Britain (again) passed on a 2nd spot.

According to this competition plan posted by China's Winter Sports Administrative Center, China isn't planning to send a team to JGP Istanbul (or Yerevan). Not sure if these spots can get reallocated at this point.
No idea how that works with the ISU. I certainly hope so, since the US is next in line to pick up a 2nd spot in Women and we could use it.

I don’t think they’re reallocated after the announcement. China could be strategically keeping spots even if they don’t intend to use them.

ETA:
I went ahead and read the announcement and it doesn't seem to address this specifically, though I believe in practice, they do not reallocate. Here's what the rules say:

Entries by number
ISU Members must announce by June 1, 2023 at the latest, to the ISU Secretariat, their participants by number for all seven events of the ISU Junior Grand Prix of Figure Skating. The official forms must be used. The ISU Members must also announce by June 1, 2023 the disciplines and/or the events in which they were originally entitled to enter participants but will not use this right. . . .

Based on the information received from the ISU Members, the ISU will inform the ISU Members concerned about changes or additional possibilities to enter Competitors, after June 15, 2023.

Swiss assignments:
So Switzerland isn't using 1/2 Japan spots (we know Canada picked up an extra spot here) and neither of their Yerevan spots. They also picked up a ladies spots in Japan and Armenia.
Do we know that Canada picked up an extra spot in Japan? They picked up an extra spot for JGP #3 in Istanbul (from Italy only using 1 spot), but we haven't seen the official announcement for Osaka yet. Korea would be next in line to pick up a 2nd spot, followed by the USA, then the rotation starts over with Canada again - seems pretty likely the USA will pick up and use the 2nd spot in the Men for Osaka before Canada is offered it. Switzerland not using either of its spots for Yerevan guarantees that both Canada and the USA will each pick up a 2nd spot there, for sure (I'm assuming that Korea will not use a 2nd spot for their Men - they don't have enough Jr Men to fill 7 spots and they'd have used the 2nd spot they were eligible for in Bangkok or Istanbul if they wanted it). At this point, it only remains to be seen whether Italy will use both of their spots in Budapest or Gdansk - the USA would pick up a 2nd spot if Italy only uses 1 at either of these events.

All told, we have a pretty good grasp of how the extra spots for the Men are likely to shake out -
Japan - 2 at every JGP - will use 14 overall
Switzerland - 0 at Bangkok & Yerevan; 2 at Linz, Istanbul, Budapest & Gdansk (4 events); 1 at Osaka - relinquished 5 spots total; will use 9 overall
Italy - 2 at Linz; 1 at Bangkok, Istanbul & Osaka; guaranteed 2 at Budapest, Gdansk & Yerevan - relinquished 3 spots so far; could use up to 11 but probably will not
Canada - 2 at Bangkok, Istanbul, Osaka & Yerevan; 1 at Linz; guaranteed 1 at Osaka, Budapest & Gdansk - picked up 4 spots
USA - 2 at Bangkok, Osaka & Yerevan; 1 at Linz & Istanbul; guaranteed 1 at Budapest & Gdansk - picked up 3 spots so far and could have a 4th picked up at either Budapest or Gdansk
Korea - 1 at every JGP - eligible to receive a 2nd at Bangkok, Linz, Istanbul & Osaka but declined - probably will decline a 2nd spot at any other JGPs

Interesting - that would indicate that China gave back 1 of their spots for Japan - why they didn't give back the spots for Istanbul seems to be a mystery. Also, this would indicate that China does not plan on using both Women's spots in either Budapest or Gdansk - which means that the USA should pick up a 2nd spot at one of those and (if the information about China not sending a delegation to Yerevan is accurate, then the USA should pick up a 2nd spot there too as Switzerland has). I think that picking up 2-3 spots in Women was about the best that either Switzerland or the USA can hope for (Georgia only has 2 junior women & won't need a 2nd spot anywhere) since China seems determined to hang onto spots they have no intention of using.

As far as Dance is concerned -
Canada - 2 at every JGP - will use 14 overall
Czechia - 2 at Bangkok & Istanbul; 1 at Linz; guaranteed 2 at Osaka, Budapest, Gdansk & Yerevan - relinquished 1 spot so far
Korea - 1 at Bangkok, Linz & Istanbul; guaranteed 2 at Osaka, Budapest, Gdansk & Yerevan - relinquished 3 spots so far and there's no reason to believe they will use more than 1 at the remaining JGPs or possibly none
Great Britain - 1 at Bangkok, Linz & Istanbul; guaranteed 1 at Osaka, Budapest, Gdansk & Yerevan - have not accepted a 2nd spot at the 1st 3 JGPs even though they're first in line, so the question now is whether or not they'll take a 2nd at any of the JGPs?
USA - 2 at Bangkok, Linz & Istanbul; guaranteed 1 at Osaka, Budapest, Gdansk & Yerevan - very likely they will pick up at least 2 more, good chance at 3
France - 1 at Bangkok; 2 at Linz & Istanbul; guaranteed 1 at Osaka, Budapest, Gdansk & Yerevan - very likely they will pick up at least 2 more spots

Hmm that's weird - the announcement I posted in post #17 says they will send 2 junior women to all of the rest 5 JGPs.

The plan for Chinese junior skaters listed in said announcement:

JGP Bangkok: 1 M, 2 W, 1 D
JGP Linz: 1 M, 2 W, 1 D, 2 P
JGP Osaka: 1 M, 2 W, 1 D
JGP Budapest: 1 M, 2 W, 2 P
JGP Gdansk: 1 M, 2 W, 1 D, 2 P

Could be that they've realized they don't have 5 junior women who are anywhere close to competitive on the JGP??? It also still doesn't explain why Switzerland or the USA didn't pick up a 2nd spot for Istanbul - I can't imagine that either would have passed on using it. But, I also really don't get why China would give up a spot for Osaka, since that's the closest JGP to them this year.

Wait... I wonder how you reached the conclusion that China won't use both spots for junior women in Budapest or Gdansk - SUI has one spot in each to begin with, no?

As for the competitiveness, according to the published selection method, China plans to send 6 junior women and the girl in 6th place had a domestic SB of 153.04 from last season. Nothing extraordinary, but not shabby either.

The Osaka spot is indeed a mystery.

Well, I'm operating on the theory that something has changed within the CFSA since that document was published since they haven't relinquished either of the Istanbul spots - if they had then both Switzerland and the USA would have picked up a 2nd spot there. And, based on Switzerland’s allocation of 2 spots for Osaka, China must have given up 1 of those spots instead. It stands to reason that China has probably also relinquished a spot at either Budapest or Gdansk if their intention is to send 6 women out - 4 with 2 assignments and 2 with 1 assignment.

I suppose we'll have to just wait and see what the rest of the announcements say and what the final entries look like for the rest of the events before we can say for sure. :)
