RUSADA Is suspended so they can't test for sure, WADA and UKAD have signed an agreement effectively testing Russian athletes.

I have no idea where s/he got the info of RUSADA testing isu world single distance championship athletes.

Russia has been dominant at the world cup level as well as at last year's world championships, so this dominance is not just limited to world championships.
