Quad back after figure skating rule change
By Shigemi Sato (AFP) – 4 hours ago

"I didn't want to be outdone after seeing them jump the quad just like that. But I did it calmly," Takahashi said. "It's a very good trend that Japanese and other skaters are trying it one after another. We were lucky we could land it in our first competition."

"It's a fruit of the rule change that our three men landed a quad," said Hidehito Ito, figure skating director at the Japanese Skating Federation.

US champion Jeremy Abbott, who finished runner-up at the NHK Trophy, avoided the quad because of a lack of proper training due to his struggle to find the right pair of boots.

But the 25-year-old American said he would do it in his next Grand Prix, the November 19-21 Cup of Russia in Moscow. "I hope to get the boot issues resolved for Russia so I can go in there stronger with the quad," he said.

Frenchman Florent Amodio, 20, who finished third for his first Grand Prix podium, said: "I feel the quadruple is becoming a required element."

ISU Communication # 1611 outlines the new rules and values

The quad has increased in base value from 9.8 to 10.3
The GOE for a fall...is lowered this year ( from 4.8 to 3.0)
Last season a 1/4 to 1/2 cheat that was downgraded to the level of a triple ( 10.3 down to 4.0). this season 1/4 to 1/2 cheat is valued at 70% of the quad ( so 10.3 down to 7.2)..so you have forgiveness in rotation before you go down to the value of a triple jump ( that happens at more than 1/2 cheat)

So it is a layered benefit this seaon. ..higher base value..less costly for a fall...less punitive for a 1/-1/2 cheat.

They haven't been able to reduce the physical pain from falling on a quad in the new Scale of values though ;)

An example on the quad toe loop before and now.

    - Fall on a fully rotated quad was worth 4 points (4T: 9.8 - 4.8 - 1.0 = 4.0) or the same as a triple toe loop
    - Fall on an underrotated quad was worth 0 point (4T< : 4.0 - 3.0 - 1.0 = 0)

    - Fall on a rotated quad is worth 6.3 points (4T: 10.3 - 3.0 - 1.0 = 6.3) which is more than a triple lutz!
    - Fall on a underrotated, not downgraded, quad is worth 3.3 points (4T< = 7.3 - 3.0 - 1.0 = 3.3) or the same as a double axel
    - Fall on a downgraded quad is worth 1 point (4T<<: 4.1 - 2.1 - 1.0 = 1.0)

    Hope that helps a bit.
