Driver ticketed for giving money to Cleveland panhandler gets $344 littering charge dropped:

(Not to mention that we might need some city council members from OH out there panhandling in the streets pretty soon if property values in our big cities don't start turning around.)

Good discussion topic. Cleveland is obviously not the friendly city for the downtrodden. Here in central OH, we make celebrities out of our homeless folks when possible (Ted Williams) & they have designated panhandling hours. ;):

C'mon Cleveland. Have a heart. Times are tough.

Sounds like one expensive act of charity.

Homeless service organizations around here really discourage giving money to panhandlers, since they typically use it to go by booze or drugs. One of our local panhandlers actually has a sign that says, "I won't lie, it's really for beer."

We've had three homeless folks die from exposure/drowning that seems to be alcohol related (high b.a.c.) this spring.
