Downloading apps on an unlocked iPhone

My friend recently gave me their old iPhone 4S (they have the 5 now). It was locked to a Canadian network. We tried to unlock it through the network, but the phone was not active (since she transferred her SIM to the new phone), so had to buy an unlock code over the internet (at the recommendation of the old network). I live overseas, so I couldn't just buy a SIM from her network.

The issue now is that I am unable to download any apps from the iTunes store. I have an existing Apple ID, and when I've tried, I get a message to contact support. So I did, and they told me that I am unable to use a new account, but cannot provide me any further information.

My question is whether anyone knows a way to get around this, since I would really like to put a few apps on the phone. Obviously the phone still works without them, but there are some apps that I would love to have for convenience-sake.
