It’s less than 93 as I said some countries have separate ISU members for figure and speed (for example the Czech Republic has separate ISU members for figure and speed).

But they won't even pony up for a maximum of twelve extra physical medals in the Team Event by allowing substitutions for all disciplines...

Well, I was thinking more for Worlds than the Olympics. But also, I think they limit substitutions in the Team Event in order to make each team's strategy more interesting, not because they don't want to make extra medals.

ETA if someone wants to count them, here are all 98 members so you could figure out which are figure skating:
