    2013 USFS Governing Council info/links: news, photos, etc.+Combined Report of Action

    This year's Governing Council is being held May 3-5 in Colorado Springs, CO - info page for delegates: http://www.usfsa.org/shell.asp?sid=48854
    The meeting book and committee reports are available on the USFS members only site.

    There will be an Athlete Gala Exhibition this year, sponsored by the Athlete Advisory Committee, on Saturday, May 4 at the World Arena.

    The 2012-13 Combined Report of Action PDF document will be published online about a week after the meeting concludes and will include all bylaw and rule changes made throughout the past year (May 2012 - May 2013) by the Board of Directors, as well as made and ratified by this year's Governing Council, and eventually everything will be incorporated into the 2013-14 rulebook.

    Posted where? I have not seen a reference to it on ISI or USFS websites till tonight. If it was published it was not presented in any prominent way. BTW I agree with Mr. Rossano that extending President St. Peter's term one year (this one time only) to have it finish after the 2014 Olympics, is no problem for me. I also agree with him that the attempt to change the rules requiring a two thirds secret vote to elect Assoc. Officers to an GC chair call for vote approval by acclimation is nothing short of delegate intimidation. I have been posting where I can for arriving delegates to go to ISI website and read the entire article to get in front of this. Changing to an acclimation vote will set a very bad precedent for the future.

    I know the 2013-14 nominations slate was published on the front page of the USFS site in the Recent Site Updates box on March 1st, but I don't recall seeing a link for the "Procedures for election of USFS President" document there - it may have been published in the Members Only section?

    From his first entry:
    Our modest comments on process [his editorial link in post #1 above], now located in the archive, apparently turned a few heads, and we have been told by the friend of a friend of a friend, that the issue will be raised by a board member from the Eastern section. We also have been told by the parliamentarian that the process for the election will be discussed in the Critical Issues meeting this evening. So maybe there is some hope that between the two, the delegates will get some form of vote or process that respects their authority as the final decision making body in the Association to ratify the election.

    I also have learned via that chain of friends that a few people are looking for my head on a stick for flogging the issue, but sometimes stirring the pot is the only way to overcome the inertia of the Association.
    From his second entry:
    At the critical issues meeting [on Friday] the Association council and Association parliamentarian explained why there will be no "real" election this year that the delegates will participate in. Basically it comes down to the way the bylaws are written and the deference the bylaws pay to Robert's Rules in conducting the meeting. The most current version of Robert's Rules do seem to support the chair simply declaring the candidates elected. Legally this meets the definition of an election we are told, though it certainly doesn't feel like one to the layman.

    After their presentation I spoke to them in private, and did learn that there was indeed a "nuclear option" to force a symbolic ballot (written vote), but one that would still not change the outcome of the election (cause the candidate to fail to be elected). Since even if one winds one loses in this scenario, the issue of the election process is closed for this year. Nevertheless, much was learned about what the Association bylaws really mean and how they relate to Robert's Rules was learned, and we expect there will be bylaw amendments addressing this type of election brought to the Governing Council next year.

    Great line up for the Gala. I'd love to see Ryan skate again, and it's nice to see Caydee and John back on the ice.

    Is the Gala a fundraiser or just a fun event for the attendees at the GC?

    If one word were to be attached to the business meeting it would be tedious. And the only two really memorable moments were John Coughlin at the microphone (available on YouTube) and the evening AAC Gala.

    The day was rescued in the end by the Athlete Advisory Committee fundraising gala. The AAC has a fundraiser each year, and this year it was a dinner and show at the World Arena. The show was hosted by Scott Hamilton. About 30 tables were set around the edge of the ice for dinner with the center used for exhibitions. Hamilton was in great form and the skating was excellent. The show was videotaped and may end up on IceNetwork, or elsewhere -- TBD. If it end up being broadcast fans should not miss it.

    Dinner skate

    The Athletes Advisory Committee (AAC) usually hosts a dinner fundraiser at the Governing Council. This year, the fundraiser was an on-ice event at the World Arena on May 4. All the seating was at on-ice tables, set very pretty and glamorous with white tablecloths and candles. The sold-out audience of delegates was glamorous, too, decked out in tuxes and cocktail dresses. Among the attendees were U.S. Figure Skating President Patricia St. Peter, U.S. Figure Skating Executive Director David Raith, U.S. Figure Skating Senior Director of Athlete High Performance Mitch Moyer and Sarah Hughes.
