I am so confused about this story. Why would the mom and new husband not turn over the social security card before 2012? Did they just give up trying to find the kid or what? Was it really impossible to find these grandparents?

I'm more confused why the case against the grandparents was closed in 2008 while the boy was still a minor.

This was my immediate thought. The mother obviously knew the paternal grandparents had kidnapped the kid, but it appears that she wasn't all that concerned or interested in getting him back. Perhaps with a new soon-to-be husband, she was looking for a new start in life? All speculation here of course.
