Say,this question just came to me. That is... Is it possible for Skating Fans to get Seats right next to the Kiss and Cry at a Competition, and be sitting right were Skaters skate in off the Ice?

There are usually seats right above the Kiss and Cry (a few rows above the top of that area), but there usually aren't seats right next to it.
I would have been here sooner, but the bus kept stopping for other people to get on it. - Sheldon Cooper, The Big Bang Theory
Even if you get seats near the Kiss & Cry area, the walls and railings are draped off so you can't really see down into the area anyway. If you stand up and hang over the railing, the security people make you go sit down because you're either blocking the aisle or blocking the view of other people sitting around you.
