How many skaters makes a sustainable and viable club? Or what should be the minimum numbers for a club? Should it be based on skating members or members overall?
I am looking to incorporate something into a policy document and would like to get an idea of other people's experience or if there are any guidelines that might also be applicable.
Also how do the main skating organisations or associations from your area or county approach this?

US Figure Skating requires that a club have a minimum of 25 home club members, 10 of whom are adults over age 18. No distinction seems to be made between skating and nonskating members.

I'm not sure what the tipping point for us was, but there are now no clubs in my state, we just have the state association. There aren't more than 150 of us all told, I think, so I guess that doesn't surprise me.
