She also most likely deleted it because she never intended to tweet it in the first place.

Deleting it and saying something that agreed with that tweet but made it sound innocent would probably have been the best choice.

It said "we are going with the guy gymnasts" which only implicates her team mates if you assume they are the "we" involved. But it could just as easily be other of-age USA girls.

I don't think it is just as likely to be people other than her teammates. It's much more likely that it was other American female gymnasts. Those are the people she knows, rooms with, and has been hanging out with. So, maybe she didn't want their parents to see the tweet.
