    Good discussion topic. Cleveland is obviously not the friendly city for the downtrodden. Here in central OH, we make celebrities out of our homeless folks when possible (Ted Williams) & they have designated panhandling hours. :

    Homeless service organizations around here really discourage giving money to panhandlers, since they typically use it to go by booze or drugs. One of our local panhandlers actually has a sign that says, "I won't lie, it's really for beer."

    We've had three homeless folks die from exposure/drowning that seems to be alcohol related (high b.a.c.) this spring.
