A rink is allowed to sponsor camps. If you look it up, the one now at your rink has some very high level teachers - led by OGM Alexei Urmanov - and the participating skaters undoubtedly pay quite a bit to participate because that teaching level isn't cheap. These sorts of camps are typically only open to those who are paying those fees. I know it's frustrating but it's perfectly acceptable. If they let everyone in then they're just giving it away and most rinks (not all) are commercial (for profit) businesses like the Newington rink - they make money when they can. The USFSA has nothing to do with camps like that one.
