The ISU released Communication 1797 -- many thanks to Tatjana Flade for the heads up tweet -- which lists Decisions of the ISU Council. The document can be access from a link on this page:
    http://www2.isu.org/vsite/vnavsite/...3,4844-205151-222374-nav-list,00.html?id=1336

These are the announced minimum scores for championships and the Olympics:

    6. Minimum Total Technical Scores for ISU Figure Skating Championships 2014 and the Olympic Winter Games 2014
ISU European and ISU Four Continents Figure Skating Championships 2014 and Olympic Winter Games 2014:

ISU European and ISU Four Continents Figure Skating Championships 2014 and Olympic Winter Games 2014:

    • MEN SP 25.00 FS 45.00
    • LADIES SP 20.00 FS 36.00
    • PAIR SKATING SP 20.00 FS 36.00
    • ICE DANCE SD 18.00 FD 28.00

    No changes from last season.

ISU World Junior Figure Skating Championships 2014*):
    • MEN SP 20.00 FS 40.00
    • LADIES SP 20.00 FS 35.00
    • PAIR SKATING SP 20.00 FS 30.00
    • ICE DANCE SD 18.00 [Added, raised from 17 last season] FD 28.00 [Added, raised from 27 last season]

No changes to the scores, but t [T]he wording states "*) the required minimum Total Technical Score for the Short Program/Short Dance and the Free Skating/Free Dance segment to participate in the ISU World Junior Figure Skating Championships can only be obtained in registered International Junior Competitions/Championships."

This is new: last year, a skater or team could earn the TES minimums for Jr. Worlds at senior events (GP/GF, 4C's/Euros, Senior B's).

ISU World Figure Skating Championships 2014:
MEN SP 34.00 (last year 32, lowered from 35) FS 63.00 (last year 60, lowered from 65)
LADIES SP 26.00 (same as last year's final, lowered from 28) FS 46.00 (same as last year's final, lowered from 48)
PAIR SKATING SP 24.00 (same as last year's final, lowered from 28) FS 41.00 (same as last year's final, lowered from 45)
ICE DANCE SP 28.00 (last year 29) FS 38.00 (last year 39)

    The other decisions were:

    1. Name change of Armenian Federation accepted and officers acknowledged. Decision to suspend speed skating branch for not meeting requirements.

    2. Provisional status of Cyprus, Grenada, and Morocco retained, based on not fulfilling requirements for full membership and/or having skaters compete in international competition.

    3. "Definite Allotment of 2014 ISU Championships" (list of 2014 championship locales for Speed Skating, Short Track Speed Skating, Single & Pair Skating/Ice Dance, Syncronized Skating.)

    4. "Provisional Allotments 2015 ISU Championships" (list of 2015 championship locales for Speed Skating, Short Track Speed Skating, Single & Pair Skating/Ice Dance, Syncronized Skating as they stand now.)

    5. "Provisional Allotments 2016 ISU Championships" (list of 2016 championship locales for Speed Skating, Short Track Speed Skating, Single & Pair Skating/Ice Dance, Syncronized Skating as they stand now.)

    6. Minimum TES scores for championships and Olympics (above)

    7. Date/place for judges draw for ISU Figure Skating & Synchronized Skating Championships in 2014 announced: 9 October 2013 (Zurich).

    8. "Recognition of new World Records Speed Skating"

    9. "Recognition of new World Records Short Track Speed Skating"

    10. Summary of warnings given to skating officials and comparison to previous years for Single and Pair Skating and Ice Dancing.

    11. Update to Rule 131, the declaration for participants in ISU events regarding drug testing data.

    12. The Council is buyin office space in Lausanne for the ISU Secretariat.

A GSD thread was started earlier today re. the Minimum Scores but I think this one is titled more clearly. ;)

    From the earlier thread:
Note that the 2014 Junior Worlds Ice Dance minimum scores have been raised by one point in both SD and FD (2013 Junior Worlds ICE DANCE SD 17.00 FD 27.00).

Refer to SamuraiK's thread: 2014 Sochi Olympics Minimum Score Achievers (Men's and Ladies' lists so far)

Cyprus' Nationals took place May 17-19, 2013, in Limasol, Cyprus with the help of officials from Slovenia and the ISU - results link/thread posted in Kiss and Cry: http://www.fsuniverse.net/forum/sho...onal-Skating-Championships-(first-ever-held-)

That's a start. According to the ISU, Cyprus either hasn't had skaters compete in international competitions or didn't meet the (unlisted) requirements. They didn't distinguish between the three countries in 1797, leaving the reason(s) per country unspecified.

They didn't specific what the other requirements were: this may have been boilerplate language to cover both instances, and the document reads "and/or." I didn't follow the ISU World Development Trophy; the document on the "results" link from the event show only results of the FS. If only a FS was part of the competition, it may not count in meeting the criteria.

Without knowing what the other requirements are, I couldn't argue one way or another whether the countries met them.

Yes, this is true for Morocco.

Oliya Clarkson (GRN) has competed internationally for Grenada since 2011, including at 2012 Junior Worlds: http://www.isuresults.com/bios/isufs00013784.htm
I don't know if Grenada has enough skaters to hold a Nationals, though.
