Who founded the Pairs and Ice-Dance Disciplines?

Say,I'm not sure if this has ever been discussed. But does anyone here happen to know who exactly founded the Pairs and Ice-Dance Disciplines of Figure Skating?

not sure what you mean, but it seems as if they've been around since the beginning. I know that early us nationals the skaters would often compete in all 3 phases, although the dance wasn't exactly "dance" in the beginning, but like "quickset" and "foxtrot" competitions iirc.
