... I would think so, primarily because the terms of the loans were so egregious, it all be assured former slaves would lose whatever land/assets they had. And that's generally what happened.
Local law enforcement often colluded with the landowners to prevent sharecroppers from leaving town while they still owed money well into the 20th century. Southern politicians lobbied Congress to have African-American soldiers discharged from the Army in their home states at the end of World War I because Southern plantation owners didn't want to lose their peon labor force.
