To get to 2013 worlds, she needs to earn a minimum score of ??? (is this determined after the 2011-2012 season? Does she need to earn this in the previous 12 months?

And then at 2013 worlds, she needs to place how high to earn a spot? Does it depend on how many countries earn 3 spots?

I don't think it's been determined for the 2012-13 season yet. For 2011 Worlds, a female competitor needed to achieve TES of 15 in her SP and 25 in her FS in international competition, and I believe that it could be in either the 2009-10 or 2010-11 season.

Again, I don't think it's been determined. There were 24 places that could be allocated at 2009 Worlds, and how those places determined depended on which countries' skaters managed to earn two or three berths for their federation. Last time, the countries whose women placed in the top 21 all earned spots. (By contrast, for the men, it was the countries whose skaters placed in the top 24.)

The qualification system is for the individual country (the Philippines), which chooses whom to send to the Olympics.

24 ladies spots were determined at 2009 Worlds, and, as it happened, the lowest-ranked skater who qualified a spot for her o****ry was the 21st place finisher, Tugba Karademir.

That's correct,

For example, Lina Johansson from Sweden was the lowest ranked skater to qualify at spot for the 2006 Olympics based on her 2005 Worlds result - she was 19th. (incidentally, I believe that Lina may have not went to Olympics based on secondary qualifying criteria set by the Swedish Olympic committee).

Had an insightful chat with Mel today about her decision. We'll transcribe it as quickly as possible and hope to post it within the coming days at http://www.figureskatersonline.com (realistically, probably Monday).

Glad to hear the news. I hope they continue to grow their federation because it would be great to see the Philippines send some figure skaters to the Olympics.
